Introduction

안녕하세요. 부산대학교 행정학과에서 조교수로 재직 중인 김필입니다.
연세대학교에서 사학을 전공한 후, 서울대학교 행정대학원에서 정책학 석·박사 학위를 취득하였습니다. 박사과정 후에는 서울대학교 지능정보사회정책연구센터에서 연구원으로 근무하며, 상명대학교에서 「현대사회와 행정」, 연세대학교에서 「공공부문이론과행정」 을 강의한 바 있습니다. 또한 한국지방행정연구원 자치분권제도실 지방규제연구센터장으로 근무하였습니다. 현재 저는 인사행정, 행정이론, 지역정책, 지방규제에 대한 연구를 중심으로, 지역 행정의 혁신과 효과적인 정책 설계를 위한 이론적·실증적 탐구를 지속하고 있습니다.

저는 인사행정 분야에서 공무원의 성과 관리, 이직 의도, 유연근무제 활용, employee resilience, 국가 간 관료제 비교 등의 주제를 연구하고 있습니다. 또한, 지방정부가 달성할 수 있는 삶의 질, 행복, 정부 신뢰와 같은 질적 성과와 데이터 기반 행정에 근거한 지방 통계, 지방성과지표를 연구하고 있습니다. 재난 상황에서 공무원과 공공조직의 학습 및 교육 거버넌스 구축에도 관심이 있습니다. 이러한 연구들은 Review of Public Personnel Administration, Public Personnel Management, Journal of Policy Studies, Asian Journal of Political Science, 한국행정학보, 한국인사행정학회보 등에 출판되었습니다. 인사행정, 지방행정과 규제개혁에 관심 있는 연구자, 실무자 여러분과의 소통과 협력을 늘 환영합니다.

Phil Kim is an Assistant Professor in the Department of Public Administration at Pusan National University.
She holds a B.A. in History from Yonsei University and both an M.A. and a Ph.D. in Public Policy from the Graduate School of Public Administration at Seoul National University, with her doctoral degree completed in August 2021. Previously, Phil worked as a researcher at the Center for Intelligent Society & Policy at Seoul National University. She also served as a lecturer for “Contemporary Society and Public Administration” at Sangmyung University and “Public Sector Theories and Administration” at Yonsei University. She also served as the Director of the Center for Local Regulation Research at the Division of Autonomous Decentralization Systems, Korea Research Institute for Local Administration (KRILA)

Her primary research interests are centered on public personnel administration, administrative theory, local policy, and local regulation. She focuses on topics in public personnel administration such as performance management, turnover intention, flexible work arrangements, employee resilience, and comparative bureaucracy. Additionally, she conducts research on qualitative outcomes that local governments aim to achieve—such as quality of life, happiness, and trust in government—as well as on data-driven administration, including local statistics and local performance indicators. She is also interested in the development of learning systems and educational governance for public officials and public organizations in the context of disaster response and crisis management. Her research has been published in journals such as Review of Public Personnel Administration, Public Personnel Management, Journal of Policy Studies, Asian Journal of Political Science, Korean Journal of Public Administration, and Korean Journal of Public Personnel Administration. She welcomes collaboration and dialogue with scholars and practitioners interested in personnel administration, local governance, and regulatory reform.
